According to the National Center for Children in Poverty, one in five children from birth to 18 has a diagnosable mental disorder. Moreover, one in 10 youths has mental health problems that are serious enough to impair how they function at home, in school, or in the community in which they live. Special needs, however, is an umbrella term covering an array of diagnoses such as developmental delays and learning disabilities that can range from being mild to profound retardation.
